About Our Bishop




Bishop J.L. Spann, Jr.

With a God-given vision and mission as an ordained Minister of the Gospel, in December 2002, Elder Joe Louis Spann, Jr. humbly founded the Fully Rely on God Christian Ministry. With humble beginnings, worship services and bible study began in his family’s home garage.  Through the grace of God, a facility was made available to hold Church services to carry on the work of the ministry on the first Sunday in March 2003 in Austell, Georgia.

Licensed in the ministry of the Gospel on August 31, 1986 at Oak Grove Baptist Church, Philadelphia, Pennsylvania under the Pastorate of Reverend William Sullivan, Jr. and ordained on July 29, 2001 at New Hope Missionary Baptist Church, Powder Springs, Georgia by Rev. Dr. Ralph Steed.

During a five year period, Elder Joe Louis Spann, Jr. served as an associate minister at Freedom Christian Bible Fellowship, Philadelphia, Pennsylvania under the tutelage of Bishop Gilbert Coleman, Jr.

In October, 2019, Apostle Vance L Dash, Sr., Presiding Prelate of Covenant Keepers Fellowship International and presiding Bishop of Rhema Deliverance Cathedral, Philadelphia, PA announced with his blessing that Bishop Elect Spann would be consecrated and elevated to Bishop becoming the Regional Bishop of GA for Covenant Keepers Fellowship International. As of April, 24 2021 Bishop J.L. Spann Jr. answered and fulfilled the preordained call to the Bishopric and with this position Bishop J.L. Spann Jr. was welcomed on to the board of Bishops for Covenant Keepers Fellowship International.

His anointed calling has led him to Pastor a growing and loving congregation of believers. He is a man of God committed to teaching, preaching and leading God’s people to greater Christian and spiritual growth.

A native of Philadelphia, Pennsylvania, the city of ‘brotherly love’, and where his formal primary and higher academic education was gained. He honorably and proudly served in the United States Navy and was discharged with and Honorable Discharge in 1984. His appointed vocation led him to study at the Lutheran Theological Seminary (for youth ministry) in Philadelphia, Pennsylvania, the Main Bible Institute in Philadelphia, Pennsylvania.  In February 2008, Bishop Spann received The Degree of Associate of Theology from Christian Life School of Theology.

He is married and grateful to God to have Linda Carol Spann, his wife of 34 years at his side and a proud father blessed with 4 wonderful & beautiful children and 2 grandsons: 3 sons (Andre, Isaiah and Daniel), 1 daughter (Candace), and 2 grandsons (Amare’ and Zion).

Bishop Spann’s anointed power is touching many lives as he witnesses God’s goodness and greatness. Along with a God-directed mission to spread the Good News of the Gospel, Fully Rely on God Christian Ministry outreaches to save souls and lead God’s people to greater Christian empowerment in the life of the Church, their lives, homes, jobs and communities, according to the Will of God.
